UK Digital ID CBDC infrastructure is being built right now, and the timing actually raises some questions about financial control. Prime Minister Keir Starmer confirmed back in September 2025 that digital identity cards will become mandatory for Right to Work checks by 2029. The government’s official press release states:
A new digital ID scheme will help combat illegal working while making it easier for the vast majority of people to use vital government services. Digital ID will be mandatory for Right to Work checks by the end of the Parliament.
At the same time, the Bank of England continues testing its digital pound—a CBDC programmable money system that enables transaction controls. When you combine this with carbon credit score tracking already appearing on UK products, the BritCard surveillance state infrastructure starts resembling China social credit UK models.

The UK Digital ID CBDC system operates through mandatory smartphone verification, along with some additional checks. Think tank Labour Together’s BritCard proposal actually recommends logging each identity check in an “event log”—which creates searchable records of when and where citizens prove their identity. Right now, around 4 million legal migrants already use mandatory eVisa systems, and this model is being expanded to all residents.
Anna Best, an IT consultant in Oxford, told The Guardian that:
Holding all your information in one place is a hacker’s dream. We already have countless ways we can provide our identity—passports, driving licences and so on. There is absolutely no need for this.
CBDC, Programmable Money and Carbon Credit Score Tracking
CBDC programmable money allows issuers to set spending conditions, even restrictions on where you can actually use it. The Bank of England’s Digital Pound pilots, which have been active since January 2025, test transaction limits and merchant restrictions. Unlike cash, UK Digital ID CBDC systems can restrict purchases, set expiration dates, or even block transactions entirely.
Some UK retailers already print carbon credit score tracking labels on products—showing things like “3% of your recommended daily carbon allowance.” When this gets linked to BritCard surveillance state infrastructure along with CBDC programmable money, the system can enforce limits automatically.
Rory, an engineering service planner in London, said that:
There is a danger of such a system evolving into a form of mass surveillance or being misused for state control. The requirement for everyone to register with a state-controlled digital identity raises serious questions over data security, privacy and oversight.

The UK’s BritCard surveillance state builds similar capabilities through “efficiency” messaging, but the technical infrastructure enables identical control mechanisms.

Estonia’s digital ID system, which is often praised as a model, had to block 760,000 cards back in 2017 after security flaws enabled impersonation.
